Prof. Clarita D. Carillo, PhD, UST鈥檚 Assistant to the Rector for Planning and Quality Management, was one of the experts who spoke during the December 11-12, 2024 international conference hosted by the ASEAN University Network (AUN), AUN-Quality Assurance (AUN-QA), and the Ton Duc Thang University, in Ho Chi Minh, Vietnam.
Beginning with a discussion of a continuum of QA system implementation, i.e. compliance (doing to follow), commitment (doing to cooperate), and culture (doing to contribute), Carillo presented her “Preparing for C.H.A.N.G.E.” Framework which builds on the following elements: 1) clarity of purpose; 2) habit formation; 3) agility; 4) nurturing environment; 5) governance support; and 6) ethics-based principles.
Carillo was invited by the conference organizers to join the panel 鈥淪trategies for Future-Proofing Quality Culture in ASEAN Higher Education鈥 along with Consulting Director Dr. Karen Treolar, Mahidol University鈥檚 Acting Vice-President for Quality Development and Social Engagement Assoc. Prof. Sompop Pathanturarug, and Institut Teknologi Bandung Rector Prof. Reini Wirahadikusumah.
Carillo, the immediate past Vice-Rector for Academic Affairs, was instrumental in making quality assurance initiatives a common goal in UST. She led a university-wide push for units to subject themselves to external scrutiny by undergoing accreditation visits, eventually leading to the Institutional Accreditation of UST. She also initiated the AUN-QA assessment of academic programs and led the University-wide effort to secure an AUN-QA Institutional Assessment Certification in 2019.
At present, Carillo serves as a coach/trainer for the AUN-QA Tier 1 Training on assessment at programme level and as chief/lead assessor in assessments at programme level. She is also part of the Institutional Sustainability Assessment (ISA) team of the Commission on Higher Education.
